The following information targets Electors in the Town of Hortonia and Appraisers seeking zoning data.

The Town of Hortonia administers its own zoning ordinance.

Hortonia's zoning maps were updated as of June 929, 2010 and subsequently adopted on July 13 by resolution R2010.7.1 by the Town Board. Prior to that, they were last updated officially in 1996. Subsequent rezonings were 'penciled-in' to the 1996 maps. In July of 2009 the Town enlisted the aid of Outagamie County to redraw the maps using the County's GIS tools and incorporate all the rezonings into a new set of maps. On May 11, 2010, the County Zoning Committee approved Hortonia's 2007 rezoning ordinance [less parcels that have been annexed subsequent to 2007]. The County Board then acted on the recommendation of the Zoning Committee on May 25. As of June 929, 2010 the Town of Hortonia has a new, complete set of zoning maps that agree with the County's GIS information. Subsequent to that date, the Town of Hortonia will make an official set of zoning maps available as PDFs, and, the same zoning Zoning information will can be available from found as follows:

Zoning vs Land Use vs Land Class
The Town of Hortonia maintains two sets of maps governing parcels of land:
• Zoning maps !! CLICK HERE !!
• Land Use maps !! CLICK HERE !!

Each parcel in a zoning map is assigned a zoning district {A-1, R-1, RE, M-H, C-1, I} - Hortonia has 6 districts. “Zoning” means the regulation of the use of real property by local government. Zoning helps plan commissioners bring about orderly growth and change. It controls population density and helps create attractive, healthful residential areas. In addition, zoning helps assure property owners and residents that the characteristics of nearby areas will remain stable. A parcel's zoning district designates the type of buildings that can be constructed on that property, how many, as well as how many animals can are allowed on the property. !! CLICK HERE !! for more.

Land Use maps, and more specifically Future Land Use (FLU) maps, are used to guide zoning changes - ie. zoning change requests are approved or denied based on whether the zoning change request is consistent with the FLU map. The FLU maps are part of the Town's Comprehensive Plan. Per state statutes, every town must have a Comprehensive Plan. When you look at a FLU map you will find upwards of 15 land use designations. Some of designations correspond 1-to-1 to Hortonia's zoning districts, others are more subjective.

Land Class is what determines your property value, which is used to set your taxes. When you look at your tax bill, you will see a land class designation such as G1 (Residential) or G4 (Agricultural). Although Land Class codes resemble zoning districts, they are NOT THE SAME. For example, a person could have his/her entire 15 acre property zoned RE (Rural Estate) but find that on their tax bill, the land class codes are 2 acres of G1 (their home, yard and outbuildings are designated residential Land Class) and 13 acres of G4 (fields and pastures are designated agricultural Land Class).

Zoning Map FAQs

Revision 3 posted to Zoning and Construction by Andrew Hogan, Clerk (4/2009-4/2011) on 6/21/2010 3:01:37 PM

Revision 2 posted to Zoning and Construction by Andrew Hogan, Clerk (4/2009-4/2011) on 5/12/2010 11:09:55 PM
The following information targets Electors in the Town of Hortonia and Appraisers seekseeking zoning data.

Hortonia's zoning maps were last updated officially in 1996. Subsequent rezonings were 'penciled-in' to the 1996 maps. In July of 2009 the Town enlisted the aid of Outagamie County to redraw the maps using the County's GIS tools and incorporate all the rezonings into a new set of maps. These maps remain in draft form pending County approval of a 2007 Town rezoning ordinance that rezoned [then] 52 parcels. As of May 11, 2010, the County Zoning Committee approved the 2007 rezoning [less parcels that have been annexed subsequent to 2007]. The County Board will take up the rezonings on May 25 and, if all goes well, on June 8, the Town of Hortonia will have a new, complete set of zoning maps that agree with the County's GIS information. Subsequent to that date, the Town of Hortonia will make an official set of zoning maps available as PDFs, and, the same zoning information will be available from the County's GIS web server:

Zoning vs Land Use vs Land Class
The Town of Hortonia maintains two sets of maps governing parcels of land:
