Minutes of April 28 Public Hearing for the Town of Hortonia include:
Public Hearing for Amendment to Official Map
- The Pledge of Allegiance recited.
- Public Hearing, called to order at 7:02 p.m. by Supervisor Nancy Willenkamp, had Plan Commissioners John Wiesner, Rick Martin and Dave LeMahieu present; also present, Supervisor Bob Luedtke and Clerk Andrew Hogan. Chairman John Jaeckle was absent. No others were present.
- Board verified notice of Public Hearing, subsequent special meeting and agenda were posted at Town's website, Town Hall, Fire Hall, Modern Flooring and Town’s answering service 779-9780. Notice of the Public Hearing was published twice beginning April 14 in Appleton Post Crescent.
- The purpose of the Public Hearing was to receive public comment on an amendment to the Official Town Map involving a revision to the River Road extension across State Highway 15 going West. The proposed amendment was reviewed and discussed with Clerk entering into evidence one exhibit:
- revised amendment with location description corrected including CSM proposal map updated April 20.
- Wiesner motioned, seconded by Martin, to adjourn the public hearing. Carried.
Special Meeting of Town Board and Plan Commission
- Special meeting of Town Board and Plan Commission, called to order by Supervisor Willenkamp, had same persons present.
- Wiesner motioned, seconded by LeMahieu, for Plan Commission to recommend to Town Board adoption of the amendment to the Official Town Map entered as evidence. After discussion, motion carried – 4 ayes: Willenkamp, Wiesner, Martin, LeMahieu; 0 nays; 0 abstaining.
- Luedtke motioned, seconded by Willenkamp, to accept the Plan Commission’s recommendation adopting the amendment. Carried – 2 ayes: Willenkamp, Luedtke; 0 nays; 0 abstaining.
- Clerk solicited input from Commission and Board regarding procedure for annexation petition review. After discussion Commissioners recommended Clerk forward annexation petitions to staff planner Sanders for review and schedule Plan Commission meeting with Sanders.
- Luedtke motioned, seconded by Willenkamp, to accept the Plan Commission’s recommendation regarding annexation petition review. Carried – 2 ayes, 0 nays.
- Board and Commission discussed revisions to Plan Commission ordinance. No action taken.
- Board and Commission discussed staff planner Sanders’ ordinance revision priorities. Consensus among Commissioners and Supervisors was for Sanders to proceed with drafting revisions to ordinances presented as high or moderate priority in November 4, 2009 Staff Report provided they not impact proposed Subdivision ordinance revision currently under review by Atty Carlson.
- Wiesner motioned, seconded by Martin to adjourn the special meeting [at 8:01 p.m.], carried.
