Resolution 2011 MAR - Compensation

Town of Board of Supervisors Resolution number R2011.3.1 "Compensation for Appointed Town Officials"

This resolution does the following:
• repeals any previous resolution authorizing a compensation schedule for appointed town officials and replace it with the following compensation schedule:

Appointed Official	Compensation
Election Worker	$10 / hr – election setup, meetings, training
Election Worker	51¢ / mile – travel related to training
Election Worker	$5 meal reimbursement per work shift
Election Worker	$10 / hr – Election Day*
Election Worker w/certificate*	$12 / hr – Election Day*
Plan Commissioner	$30 per diem; $12 / hr – tasks completed
Appeals Board member	$30 per diem; $12 / hr – tasks completed
other appointed official	$10 / hr – tasks completed

• full per diem when presiding over a meeting with quorum
• reimbursement of reasonable expenses with bona fide receipt
• 90 days to submit request for reimbursement to clerk

* Election Day refers include hours past midnight required to complete tabulation
* GAB certificate of Basline training per §7.31 Wis. Stats.

Town electors set the pay of the Town Board. Town Board sets pay of appointed officials. This resolution sets the compensation schedule for appointed officials.

On March 8, 2011 the Board approved the compensation schedule.

Resolution R2010.10.1 - Budget Adjustment

This resolution, adopted October 19, 2010, amends the Town of Hortonia 2010 budget by transferring $42,000 from the Contingency Account to the Checking Account. Moneys from the Contingency Account are added to the General Government budget for the purpose of restoring funds drawn by the Sara Lee refund and General Government expenditures as originally budgeted.

Resolution R2010.6.1 - Budget Adjustment

This resolution, adopted June 8, 2010 (!! CLICK HERE !! for minutes), amends the Town of Hortonia 2010 budget by transferring $2707.20 from the Contingency Account to the Checking Account and adding that figure to the Public Safety budget for the purpose of paying the Town of Hortonia’s portion of the Fire Hall invoice from Wynn O. Jones; an invoice received June 25, 2009 that failed to be included in the Fire Hall construction loan.

Resolution R2010.5.1 - "Amending Amount to Rescind and Refund Sara Lee Tax"

Passage of this resolution amends resolution R2010.4.1 replacing the figures the Town of Hortonia will be rescinding and refunding to Sara Lee based on information provided by Wisconsin Department of Revenue Officials who attended the Town of Hortonia annual meeting on April 13^th.

Adopted May 11^th, 2010 and published May 12^th, 2010.

Resolution 2010 Apr. - rescinding Sara Lee taxes

Resolution R2010.4.1 - "Rescinding and Refunding Personal Property and Real Estate Tax"

Passage of this resolution authorizes and directs Town Officials to rescind and refund the sum of $399,331.58 taxes to Sara Lee per Wisconsin Tax Appeals Commission settlement revising Personal Property and Real Estate assessments spanning 2007, 2008 and 2009.

The Tax Appeals Commission settlement revised assessments effective January 27, 2010, necessitating the refund.

Adopted April 8^th, 2010 and published April 9^th, 2010, then subsequently amended by R2010.5.1 on May 11^th, 2010.

Resolution 2001 Aug - Combining Wards

RESOLUTION SETTING WARD BOUNDARIES

By this resolution the Town Board resolves that it is in the best interest of the Town of Hortonia residents that Wards one and two be combined for voting purposes and that all voting take place at the Hortonia Town Hall, located at the corner of Givens Rd and cty Trk T in Ward 1. That by passage of this resolution, the Town of Hortonia is authorized to combine wards for reporting election results.
This resolution shall take effect upon adoption and filed on the 28th day of August, 2001, and passed on said date.

Resolution 2010 Apr. - Tax Refund Loan

Resolution R2010.4.2 - "Loan needed to refund Sara Lee taxes"

Passage of this resolution gives the Town Board the ability to borrow money in order to cover the Sara Lee tax refund.

Note: The Wisconsin Tax Appeals Commission settlement between Department of Revenue and Sara Lee revised Sara Lee's assessments effective January 27, 2010, necessitating the refund. Because the refund is $399,331.58, a loan is required to cover the amount. This figure includes amounts from other tax jurisdictions including Fox Valley Technical College, School District of New London, Outagamie County and the State of Wisconsin. The actual amount the Hortonia owes is about $49,200 plus interest on the loan. Because Hortonia annually collects the full amount of taxes, Hortonia has to refund the full amount per state statutes.

Resolution 2010 Mar. - Changing # Election Officials

Resolution R2010.3.1 - "Changing the number of Election Officials"

This Resolution, adopted March 24, 2010, gives the Town the flexibility to have only as many election officials on duty as are needed for a given election. An odd number of election officials is a statutory requirement. One person may act as a "greeter". This individual would not count toward the total number of acting election officials. Absent this resolution, the statutory minimum is 7 election officials.

Town of Hortonia Electors' Resolution number R2010.4.3 "Compensation of Town Officials"

This resolution does the following:
• repeals any previous resolution authorizing a compensation schedule for town officials and replace it with the following compensation schedule:

• gives Town officials an annual salary increase of 3% each year
• gives Town officials per diem for a full day event; half per diem for half-day event
• prevents Town officials from collecting per diem for 'normal' work
• insures Town officials are paid hourly for specific duties listed
• pays Town officials hourly wage for updating the Town web site (capped)
• advises the Town Board to set a compensation schedule for travel expenses, including mileage, lodging and meal expenses as well as costs associated with programs of instruction related to the officer’s or employee’s office or employment
• stipulates that no change may be made in the compensation of the office that applies to the current term of office

Town electors set the pay of the Town Board. This resolution adjusts the pay of the Town Board and related officials to be more consistent with neighboring municipalities. In April of 2009, the electors made a motion to have the Town Board present an advisory schedule of salaries and compensation for Town Officials at the next annual meeting.

Currently (2010), Town Supervisors (including the Chairman) are not paid a salary or per diem. Supervisors are paid per meeting. Hourly wages are only paid for work done by Town officials that falls outside the duties of each respective official as described by state statutes. This resolution will set the pay of Town officials beginning April 12, 2011. !! CLICK HERE !! for April 2011 Election information.
